At Owings Mills Veterinary Center we know how important your pets are to you and your family. Our goal is to build a close, personal relationship with our clients and their pets. Our facility provides a relaxed atmosphere where you can consult with the doctor and receive the education and high-quality medicine you need to care for your pet throughout his or her lifetime. Dr. Rick Paynter was raised locally in Howard County and received his Bachelor of Science from the University of Maryland, College Park. After graduation, he and his wife adventured to the midwest, where he received his Doctor of Veterinary Medicine from Iowa State University. Despite thoroughly enjoying the charm of a more rural setting, he moved back to Maryland to begin his career as a small animal veterinarian.
Prior to joining us, Dr. Paynter worked at a successful small animal clinic in Montgomery County, MD for over 5 years. He has a passion for building relationships with clients and providing the best possible treatment for each individual pet’s needs. He has a soft spot for labs and Siamese kitties. His kitty, Bella, is a Blue Point Siamese who tries to run the place, but generally gets out-ranked by the 2-legged critters in the household!
Outside of the clinic, Dr. Paynter adores spending time with his family and enjoys being as active as possible and sharpening his skills as a home cook. He and his wife are actively involved at their church and are grateful to share life with both stateside and foreign communities through local outreach and international service trips.
Dr. Samanthia Fierstein grew up in Calvert County Maryland and attended undergrad at Towson University. She then completed her Doctor of Veterinary Medicine degree, magnum cum laude, in 2020 from St. George’s University located on the beautiful island of Grenada. But after living in the Caribbean for three years, and finishing her clinical year at North Carolina State University, she was drawn back to Maryland to practice small animal medicine.
While in school, Dr. Fierstein was very involved with Feral Cat Project, a trap-neuter-release program. From this, she became passionate about shelter medicine and improving feline care. Her love for travel and giving back to the community has led to her going to Africa and Ecuador for veterinary relief work. However, you can always find her planning her next big trip!
When she’s not working, Dr. Fierstein enjoys hiking and soaking up her surroundings; whether it’s on a beach, boat, or even mountainside. She loves to hang out with family and friends, especially when able to explore new cuisines and restaurants.
Dr. Jasmine Franklin is a native of Baltimore County and received her Bachelors of Science from Tuskegee University, located in Alabama. After graduation, she worked as a veterinarian assistant for over 5 years before taking the next step. She moved to the beautiful island of St.Kitts to attend Ross University, where she received her Doctor of Veterinary Medicine in 2020. She completed her clinical year at The Ohio State University before returning to Maryland to practice small animal medicine.
While in school, Dr. Franklin had the opportunity to travel to Costa Rica to provide veterinary services to underserved communities. It was on this trip, she discovered her passion for preventative care, surgery, and animal behavior.
Dr. Franklin enjoys traveling, spending time with family and friends, watching horror movies, and spoiling her Shih-poo Saber.
